What is the penalty for automobile insurance fraud in pennsylvania?

My friend has been caught last year with registering auto insurance in PA when he actually lived in New York City. He paid a $800 fine for the first offense. He was just caught for the second time. This time he was caught with using insurance under his brother’s name. What is the maxinum penatly. Whats the next step he should take. Should he speak to a lawyer immediately?

    He has more problems than the fines and that is if he should have an accident, they could deny for misrepresentation on his application for stating his car is GARAGED in a different state than where he lives.

    I am guessing that the rates in NYC is double or triple the rates in PA. So in effect even though he has been paying premiums for auto insurance, in effect HE HAS NO AUTO INSURANCE.

    You better hope he does not get into an accident, since if he does and they find out and they will, they will sue him for the damages, when the insurance company denys the claim.
