No fault coverage of automobile insurance in California?

What is no-fault coverage? When you get in an accident, how it works? I don’t know and understand the term.
So, for person without no fault coverage, the only option for him/her is to claim or sue other driver in order to get compensation for damages?

If auto insurance will pay a claim when the insured is at fault, why is it different with general liabilty?
